About the role

This role is required to lead the client-side delivery of a new Emergency Control Facility, including the emergency control room, associated secure operational spaces, resilient technology infrastructure, specialist control systems and supporting building services. The role will support the definition, design, procurement, construction, commissioning, migration, operational readiness, handover and close-out of a complex critical national infrastructure facility that must meet National Gas operational, safety, security, resilience, regulatory and sustainability requirements.

The role will also be accountable for supporting the development and delivery of a successful regulatory business case to Ofgem, ensuring the investment need, scope, cost, options appraisal, benefits, risk position, resilience requirement and consumer value case are clearly evidenced to secure approval.

This role will have end-to-end accountability for the development and delivery of designated workstreams within the Emergency Control Facility programme, ensuring outcomes meet safety, environmental, functional performance, financial, regulatory, operational resilience, security and critical national infrastructure requirements.

Why this role matters

This role will lead the delivery of a critical national infrastructure programme that ensures National Gas can safely, securely and resiliently operate the UK's gas transmission network while meeting future regulatory and operational requirements.

What you'll be doing

  • Deliver designated Emergency Control Facility workstreams to the highest standards of safety, environmental performance, construction quality, operational resilience and security.
  • Lead delivery activity across requirements definition, design development, procurement, construction, commissioning, migration, operational readiness, handover and close-out.
  • Support and coordinate the production of a robust Ofgem business case, ensuring the need for investment, preferred option, cost evidence, delivery strategy, benefits case, risk position and consumer value are clearly evidenced.
  • Manage actions and inputs required to secure Ofgem approval, including responses to supplementary questions, regulatory evidence gathering, internal approvals, challenge review and stakeholder sign-off.
  • Manage resources, processes, contracts, consultant appointments, business procedures and system accesses to ensure the programme is delivered safely, efficiently, economically and on time.
  • Represent the Senior Project Manager and Project Director as required in governance, stakeholder, supplier and regulatory forums.
  • Ensure all design, construction, operational, security, business continuity, regulatory and stakeholder risks are identified, assessed, owned and mitigated throughout the project lifecycle.
  • Work closely with Property, Operations, IS, Cyber Security, Physical Security, Finance, Procurement, Legal, Regulation and emergency control room representatives to ensure all project requirements are properly defined, assured and delivered.
  • Ensure the project remains within governance for scope, cost, schedule, risk, quality, benefits, change control, regulatory commitments and funding approval requirements.
  • Lead and coordinate the project team, matrix contributors and external suppliers, including designers, consultants, contractors, cost managers, control room specialists, human factors advisers and security specialists.
  • Support organisational change activity associated with relocation, control room transition, staff engagement, operational readiness, training, testing and acceptance into live operation.
  • Make informed decisions on delivery of the Emergency Control Facility programme, ensuring delivery to scope, time, cost, quality, SHES, security, regulatory approval, operational resilience and continuity of critical control functions.

What you'll bring

  • Significant experience of successful project delivery and project team leadership, including management of feasibility, optioneering, concept design, developed design, technical assurance, construction, commissioning, migration and handover.
  • Project management skills including management of risk, dependencies, change, budget, schedule, quality, safety, environmental performance, security, operational continuity and regulatory commitments.
  • Experience of delivering major property, construction, infrastructure, secure facility or operational environment projects with multiple internal and external stakeholders.
  • Knowledge of emergency control room, secure area, resilient infrastructure or critical national infrastructure environments, including the need for high availability, physical security, cyber interface, operational readiness, human factors and business continuity.
  • Experience of supporting business case development, regulatory submissions, investment approval papers, evidence packs or funding submissions for high-value capital projects.
  • Ability to develop and present clear Ofgem-facing evidence, including need case, options appraisal, cost justification, delivery plan, risk position, consumer value and benefits realisation.
  • Experience of cost management, forecasting and reporting in high-capital, multi-year construction or infrastructure delivery projects.
  • Experience of contract and supplier management across consultant, contractor, specialist adviser and technology-led scopes.
  • Understanding and experience of safety, environmental, construction, accessibility, sustainability, resilience and security legislation, standards, policies and assurance processes.
