About the role:

We’re looking for a proactive and experienced COMAH (Control of Major Accident Hazards) Compliance Manager to lead all aspects of regulatory compliance at our upper tier COMAH terminal in Bacton. This is a critical leadership role where you’ll ensure the site operates safely, efficiently, and in full alignment with environmental and safety legislation.

 

You’ll be responsible for maintaining compliance with the COMAH Regulations, ensuring that all safety report requirements, emergency plans, and operational procedures are robust, regularly tested, and continuously improved. You’ll act as the primary point of contact for regulatory bodies including the Health and Safety Executive (HSE) and the Environment Agency (EA), managing inspections and interventions with confidence and credibility.

 

A key part of your role will involve driving improvements in line with the Safety Report Assessment Methodology (SRAM) and the principle of ‘All Measures Necessary’. You’ll work closely with engineering and integrity teams to meet the expectations of the competent authority, as well as emergency and security services.

 

You’ll also oversee compliance with the Radioactive Substances Act (RSA), managing the Naturally Occurring Radioactive Material (NORM) protocol and acting as the Nominated Responsible Person for the site’s permitted accumulation area.

 

This is a hands-on leadership role where you’ll guide hazard studies, process safety assessments (including bow-tie analysis and safety-critical task reviews), and support the safe integration of new assets. You’ll also play a key role in emergency response, acting as incident controller or site main controller when required.

This role requires you to travel to, and work from, our Bacton COMAH terminal 5 days a week. 

What we're looking for:

Essential - 

  • Comprehensive understanding of appropriate regulatory and legislative requirements (e.g. Control of Major Accident Hazard Regulations, Gas Safety (Management) Regulations & Pipeline Safety Regulations), company standards and instructions
  • A comprehensive and detailed understanding of high-pressure gas installation plant and machinery, safety & environmental legislative requirements, company policies and procedures
  • Ability to establish sustainable relationships with key internal and external personnel
  • Significant operational experience in the high-pressure gas and/or upstream hydrocarbon industries
  • IOSH Managing Safely qualified
  • Full UK car driving licence

 

Desirable - 

  • Educated to HNC level (or equivalent) in an engineering discipline
  • Hold (or working towards) Incorporated Engineer status
