About the role

We’re looking for a proactive and experienced Process Safety Manager to lead all aspects of regulatory compliance at our upper tier COMAH (Control of Major Accident Hazards) terminal in Bacton. This is a critical leadership role where you’ll ensure the site operates safely, efficiently, and in full alignment with environmental and safety legislation.

 

This is a hands-on position requiring full time presence at the Bacton terminal, five days a week.

What you'll be doing

  • Lead and maintain compliance with COMAH Regulations, ensuring safety reports, emergency plans, and operational procedures are robust, tested, and continuously improved.
  • Act as the primary contact for regulatory bodies including the Health and Safety Executive (HSE) and the Environment Agency (EA), managing inspections and interventions with confidence.
  • Drive improvements aligned with the Safety Report Assessment Methodology (SRAM) and the principle of ‘All Measures Necessary’.
  • Collaborate with engineering and integrity teams to meet expectations of the competent authority and liaise with emergency and security services.
  • Oversee compliance with the Radioactive Substances Act (RSA), manage the Naturally Occurring Radioactive Material (NORM) protocol, and act as the Nominated Responsible Person for the site’s permitted accumulation area.
  • Guide hazard studies, process safety assessments (e.g., bow-tie analysis, safety-critical task reviews), and support safe integration of new assets.
  • Play a key role in emergency response, acting as Incident Controller or Site Main Controller when required.

Key requirements & experience

  • Comprehensive understanding of appropriate regulatory and legislative requirements (e.g. Control of Major Accident Hazard Regulations, Gas Safety (Management) Regulations & Pipeline Safety Regulations), company standards and instructions
  • A comprehensive and detailed understanding of high-pressure gas installation plant and machinery, safety & environmental legislative requirements, company policies and procedures
  • Ability to establish sustainable relationships with key internal and external personnel
  • Significant operational experience in the high-pressure gas and/or upstream hydrocarbon industries
  • IOSH Managing Safely qualified
  • Educated to HNC level (or equivalent) in an engineering discipline - desirable
  • Hold (or working towards) Incorporated Engineer status - desirable
  • Full UK car driving licence

Security clearance

The successful candidate must be able to achieve and maintain Security Check (SC) security clearance for this role.
