About the role:

 

Reporting to the Head of Regulatory Finance and in a specialist team of four (wider finance team c170), the Regulatory Accounting Analyst (or Regulatory Partnering Specialist) plays a critical role in ensuring that all data submitted to our regulator, Ofgem, is accurate, complete, and delivered within required timescales. Following submission, they are responsible for maintaining the Price Control Financial Model and ensuring that the calculation of allowed revenue is accurate and fully aligned with licence requirements.  

 

What you'll be doing:

 

  • Engagement with Ofgem to ensure all financial aspects of the RIIO (Revenue = Incentives + Innovation + Outputs) contracts are correctly enacted, including the RIIO-3 licence, Price Control Financial Model, Financial Handbook, Annual Iteration Process, tax allowances and the cost of capital.

 

  • Annual submission of revenue forecast (through Ofgem’s Price Control Financial Model) actively ensuring regulatory compliance, optimises claimed revenue and identifies and manages financial and compliance risks.

 

  • Support the development of forecasting policy for inputs to the revenue forecasting process and integration of the policy with the Regulatory Reporting Process ensuring that the interactions between internal and external forecasting processes and policies are understood by stakeholders.

 

  • Work with colleagues on the completion of the Regulatory Financial Performance Reporting Process which informs Ofgem’s view of our regulatory performance and calculates Return on Regulated Equity, actively ensuring regulatory compliance / strong assurance and understanding of our performance for inclusion in the supporting narrative. 

 

  • Responsible for establishing and transferring appropriate knowledge of the RIIO contract and regulatory requirements across Finance and the business to support the business in making value adding decisions.

 

  • Liaising with the National Gas Transmission (NGT) charge setting team to deliver appropriate information for charge setting purposes and delivering consumer bill analysis required under the Responsible Business Charter.

 

About you:

 

This position requires a fully-qualified Accountant (or near to completion!) – ACA/ CIMA/ ACCA.  You’ll be skilled at turning complex financial data into clear, actionable insight for both technical and non-technical audiences, with strong commercial acumen, and confidence to challenge, influence and support decision-making.

 

Essential:

  • Excellent stakeholder management skills, with the credibility to operate at senior levels.
  • Experience working with large, complex datasets to drive insight-led decisions.
  • Proven regulatory finance experience, ideally within Energy or Utilities.
  • To have an understand the RIIO framework is desirable.
